Upload Rules Question

I've noticed several people who create skins and uploaded them in the "Skins" section, they also uploaded the same skins to the "Texture Packs" section as a skin pack since they combined multiple skins in one zip file.

Within the "General Submission Rules" it states: "Use proper sections when posting (servers do not belong in projects, blogs don't belong in mods, etc.)"

Also one of the options available when flagging a texture pack is, "Duplicate".

#1: Are they breaking the rules when they add a pack of skins to the "Texture Packs" section. The argument is: Skins are textures too and combining it with multiple related skins makes it a pack. So wouldn't this be considered a "Texture Pack?"

#2: The skins are already uploaded in the "Skins" section and is now in the "Texture Pack" section as well. Does this count as "Duplicate" content? "Don't create duplicate content," isn't even one of the ruled listed in the general submission rules. So are they even breaking a rule?

They are not considered TPs for several reasons. Firstly they usually have already uploaded the skins so the pack serves no real purpose. Secondly, they don't actually function as a TP and finally we do not allow them because they are usually far to small to be considered proper, complete texture packs

I do not think they are because they are offering more skins in the .zip. But they should have deleted the original skins.
