Is this a good PC to record MC at a decent framerate?

So my current PC is a piece of crap, and I plan on buying a new one. This new one, shown below, I'm not sure if it will be good for my YouTube channel. If someone who us good with analyzing computers can tell me the pros and cons of this PC.

Yea I'm on a budget, I want to spend $500 at a maximum, but if it spills over $500 I may have leeway.

It'll run minecraft at around 20-30 fps..
Recording around 10-15 fps yay

This is just a bad computer all around. Bad/old processor. Not a lot of ram. Integrated graphics. There are no pro's. Are you on a budget and if you are how much do you have to spend?
