hi i was going to upload skins but even though i made it myself with gimp i am not sure if i can upload it because people might think it is copy or not originial content. i used textures to fill in a bit does that count as you did not make it your self because if you do use textures to fill in it depends how you use it so can i upload them?

No, as you did not create the head, only upload content created by you, or with displayed written permission from the original author

would it count if i filled it in with textures and used steves head? because i used his head but changed texture of his hair

If you've used any content, at all, without permission from the ORIGINAL author, it's not allowed on PMC.
