Uploading server banners larger than 350kb

I have seen around some server banners that are well over 350kb, (I know this by downloading it, and they definitely LOOK larger than even a couple megabytes). There are quite a few I've seen, actually. But you cannot get anywhere near good quality GIF banners under 350kb, and I would like to know how they have managed to do that

I hate the bandwidth limit PMC uses. It's tough to use any type of HD GIF image, without having to downscale it, and lose quality when compressing. I'm almost positive there's a way that the much larger servers use higher file size for their banners, just how?
I'd like to know as well!
