Ok, here is the story:
I have a youtube channel
Therefore I create videos
I use OBS for recording.
After recording a minecraft video at 60fps at 1080p at a bitrate of 2000 I put it into Windows Live Movie Maker
I edit the video, and export the file into amp4
I watch the video... something doesn't seem right, why isn't my video buttery smooth, surely I recorded in 60fps
I check the properties of the file...
AND IT SAYS 29fps!!!
I check OBS settings - set to 60fps I see
So I come here for help.

Windows Movie maker is your problem, stop using it.

Well I found out it was because Movie Maker had 29fps set to default. All I had to do was set a custom setting.
