Why i cannot add new folders/collections to my "Manage Collection"-area?

Hello
I have seen, that there is an area for "Manage Collection" of my supmissions in folders and collections.
But nothing happens, if i clich the "New Folder" or "New Collection" buttons.
How do i get them to work?

Do i need to reach a special minimum level to unlock "Manage Collections"?

Works fine for me, that being said Cyprezz recently updated the collections system.
