Custom plugin to be made !!!{IMPORTANT}!!!

Hello, I recently have been working quite hard lately on a hardcore economy server and one of the key features in a bank. But no other plugins out there allow a single chest/double chest to become a bank that is unique (like an enderchest) to the player that can be configured to have custom amounts of rows/pages. Pages as in the bottom left/right corners there's a configurable block/item to click to move to the next page/go back a page.
I am looking for someone with some fairly basic coding skills that is able to do this. I'm afraid I can't really afford to pay that person but if it is created to above my expectations, I will pay gratitude to you.
