Requesting for a plugin to be done!

Hello,
Could anyone create me a Gems plugin. (For a prison server.)

Okay so the main commands would be

/Gems withdraw (amount) - Takes out how many gems you want from your balance and give you them as an emerald labeled gem.

/Gems balance - shows how many gems you have.

/Claim - Opens GUI menu, Lets you claim special features like donor ranks, and abilities for a certain amount of gems

Admin Commands:
/Gems give (player) (amount)
/Gems give item (player) (amount)
/Gems clear (name)

How to get gems:
To get gems players have to mine blocks, and a gem drops with a ping sound. And it says +1 gems added or the amount added.

Other Features:
When players get their gems into the Emerald form they can right click it back into the balance form.
Scoreboard features where it shows it on the scoreboard.
