Rules for moderators

1. If you're a mod, do not change your own role and only add people to normal roles (not mod or admin) Only admin should be able to change peoples roles to mod/admin. Please still add people to the group in normal roles though!
2. DO NOT change any admin or mods role (especially Neo64 as he made the group)
