I'd be a decent admin AND builder , so here are my responses.

Why : I can build you a very good spawn , not a overly big spawn , a spawn with quality , not a spawn that looks like it was built by 6 year olds.

Why me : Because i would bring a sense of maturity , discipline , and niceness to your server , I'd keep everybody in order.
Banned before? : I have never been banned , even muted , or kicked.
Spamming : I would give them a tempban/ban for a day (ban if they did it when they come back)
RPing : Im a decent RPer

Make the start of the city nice , then near the end , have it turn into a sorta run-down area , for the roads , have Redstone lamps as the lights , and put cross walks every now and them , btw , I could help if you needed it.
