Well, let's be honest, some of these countries starting to develop now with their coal power are doing so because of involvement from the countries that were doing it to begin with. If we hadn't gone to India and started building lots of railways and the like over a hundred years ago, the Indians wouldn't be used to our non-renewable, coal power. But because they set their infrastructure up relying on lots of petrol and coal and other 'dirty' fuels, and switching is an ongoing and expensive process for the western nations let alone India and China who are relatively new to their positions as rising nations, then it's no surprise they haven't made the leap to renewable energy.
