    Depends on which contest(s) you want to join, for community contests:

    You would let the host(s) know you want to join, then you make a skin for for the contest(s). :)

    For contests held by PMC:

    You would just make a skin/build/map etc, and click the checkbox at the bottom of your submission form, then you are in the contest(s).
