Add a 0.1% chance of a phantom's eye to drop (1 in 1000). 8 phantom eyes with either a beacon, a netherite ingot, or enderite ore could make the phantom's 3rd eye, which in a smithing table could be combined with an elytra for some perks. The elytra would get retextured, depending on if the diamond block, netherite scrap, or enderite ore was used to smith the elytra. The durability of the elytra would get doubled, and depending on what you used in the crafting recipe, you would get 50% more defense, 50% more damage, and 50% more experience orbs.
Edit: 25% instead of 50%, otherwise it would be too OP.
Edit 2: Instead of crafting with a beacon, a netherite ingot, or with enderite ore along with the 8 phantom eyes, it should be with a heart of the earth, heart of the nether, and heart of the end. I'm not sure what the crafting recipe would be for each of these, however the recipe should be related to what is in each dimension.
Also, the dimensional hearts should come in tiers, and should be able to be combined in an anvil like enchanted books to increase their tier. The tier of the hearts would also cap at 5. Then the hearts would be crafted with 8 phantom eyes surrounding the dimensional heart.
Tier 1 would be 5% buff, tier 2 would be 10% buff, tier 3 would be 15% buff, tier 4 would be 20% buff, and tier 5 would be a 25% buff. The different types of elytras would give different effects depending on the tier of the heart when you're in the corresponding dimension to the type of the elytra. Also all elytras would provide a boost of hearts and resistance. Tier 5 would give an added 9 hearts on top when you're in the correct dimension to the type of the elytra, and the different effects would depend on the tier. Reisistance 1 if tier 1, Resistance 2 if tier 2, etc.
When the heart would be crafted with the Phantom eyes, it would be called Plantom's eye of the earth, or eye of the nether, or eye of the end. Then it would be combined with an elytra in a smithing table, and would require 100 levels to forge together. You would also get a special achievement from doing so.You would only be able to craft a phantom's eye of the blank once the dimensional heart is maxed to tier 5.
