Problem solved.
Second day after changing render distance to be lower and it has improved completely.

The Server is run by Beastnode (for now) - 4 GB RAM.

SearchndstroyWhy is the server's render distance so high? Turn it down (max 12, please), that would be causing your lag issue.

That actually reduced the lag time .. Now when i connect to the server i lag for 50 seconds rather than the long 3 minutes.

HotelYour Problem is Most likely Voxel, Holding server Intensitivity Trying to reload the Config, Uninstall Voxel, Reinstall And if that doesn't Work Just get rid of voxel!
Is It A Home Hosted Server?
Home Hosted Servers cause major lag anyway !

Definitely not Voxel. The server is still in development, removing voxel is a no no.

So now the lag time is decreased after reducing render distance of server.
I've still got lag upon joining but it lasts only for 50 seconds now.
