I dont think these are the new announcements as the trailer for the minecon earth even is talking about the biome vote and delevoper panels from 2018.
If i had to guess they were short on time and the webdev took a shortcut and copied the source of an unused page and accidentally left that in, or during editing the page they hid that section and forgot to remove it.
