A good test is make sure you can connect to the server on the local network. If you can it is still most definitely a port/firewall/DNS problem. Without physical access to your machine I don't think most of us could help you, and no one here will ask for remote access. If they do don't give it too them

The option "Video Settings -> Chunk Loading" switches between Standard, Smooth and Multi-Core chunk loading. When using "Chunk Loading: Multi-Core" make sure to Disable "Threaded Optimization" / "OpenGL Threading" in the graphics card control panel (example). For best results disable it globally, not only for java.exe or minecraft.exe.

Depends, are you making a server for friends or do you want to try and make a big server.
Servers are all about the hook. What can the server do for its players. If you just want something that your and your friends want to play on yeah "semi vanilla" could work.
If you want to grow you might have to explore other options.
I also think building it yourself is the best way. Get a few friends together start building. Let everyone add their own touch to the server. It makes the process fun and having everyone contribute makes the final product that much better.
Like it was said above everyone has a different build style and that makes your server stand out as different; and in this game that's what important.
Also NEVER use a pre-build and came its yours, seen it and watched servers crumble because of bad rep.

Its all about if you want to take the hard route and learn about networking and manual configuration of a VPS or dedicated server. Or doing it the easy way though one of the many MC hosting sites.
Advice. start on your local machine and get familiar with plugins and running the server from root.
If you are super sure that you have pointed and everything on the backed is good. The only thing I can think of is that your firewall; ether on you're modem or computer. Have you insured that the firewall settings on the modem are set to minimal? Have you had any luck pinging the server from outside the network?
