Alright... I have Optimine installed and it works well. OpenGL is off. I have updated my graphics card. I have downloaded JAVA 64-bit. And i am getting 8GB of ram put in soon.
You need to actually try the things im suggesting...
change the default java path. Even though you have 64bit it will run in 32 bit by default. I have mentioned this several times earlier and this is most likely the best solution to your problem.
Have you uninstalled your graphics card drivers and reinstalled the most updated versions?
Your RAM will no make no performance boost whatsoever.

Ok So i have updated just then... i have installed opti-stuff .
I was running at 50FPS b4.. then i installed the update then its at 18-20
so i dunno why it was running so high...
If you want my help I will need to know exactly what you tried and what hasn't worked. Have you tried all the things I suggested?
Please list exactly what you have tried.
First thing you should try is disable openGL in minecraft because it takes 2 seconds. Next thing you should do is set java default run path to be 64bit. The other things are much less likely to fix your issues.
So are you saying optimine actually reduced your FPS?
