You cannot apply on the forum of planet minecraft for the server, however you can on the website of Team Atlas: teamatlas.enjin.com
just go to the tab with says: Application Form

I definately got to agree with Martijnie about that District 13 idea, with a huge underground thing would be really awesome! 'd love to work on it
