The "Download Minecraft Mob Skin Pack" does not work for me either.
The "Download Minecraft Mob Skin" button works!
You need to rename it to "shulker_brown.png" and drop it in the
"minecraft\resourcepacks\<Your Resourcepack>\assets\minecraft\textures\entity\shulker" folder for it to work.
So it's not user friendly. If you already have a resource pack you are using just add the missing folders and drop it in there.
I'm really proud of having the pickaxe pop out of the packaging when you open it.
