In bedrock edition you do it by using custom cape skin packs. Here is a tutorial on how to do it https://www.youtube.com/watch?v=0TyUCqAMWLg&t=273s&ab_channel=BionicBen .
In java you can add a custom cape in your Minecraft files. For this to work though you need to own a migrator cape. Here's a tutorial for java www.planetminecraft.com/blog/how-to-install-planet-minecraft-capes-into-minecraft/. If you don't have the migrator cape, I recommend downloading a cape mod.
