You click the blue "DOWNLOAD MINECRAFT MOB SKIN PACK" and put it in your texture pack folder. easy and simple. The easiest way to access the folder is to go to "Resource packs" in options and click "Open Pack Folder"

Unless you want to download the skin image then put it in the files for Minecraft but that just takes longer and I would recommend watching a video on that if u want to do it that way
