This mod adds a book to create, teleport and delete warp points. To get the master book type in "/function book"(without the quotes). To get the teleportation only book type in "/function tpbook"(without the quotes). This will also work on 1.13

Interesting plugin, definitely got potential! Only thing is, it seems rather limiting. We can only have five warp points, and we can't give them meaningful names? Hard to remember what warp is what. Could this be extended so we can have as many warps as we want, and so that we can give them custom names?
