This project is about fully functioning 3d animations in the vanilla game. It is directed to map-makers and can only be recreated with a thirdparty tool.

This system allows for looping animations created by having one picture shown for a very short time and then having it replaced with an other one. This creates a sense of motion and is therefore called "animation".

It would be unsatisfying to just show a picture of the finished product. That's where this video comes in handy:

This video shows you two different animated structures which are (1) a waving flag and (2) a rotating windmill both serving the purpose of showing you the variety and effects animations can have.

How does it work?
The system relies on spawners. To be more specific: Falling sand spawners.
Falling sand is the closest you can get to "real" blocks as an entity because their data can be modified to look just like other blocks.
Knowing this and that all entities can be spawned, the spawnlocation and the spawndelay can be set aswell as the age of the spawned entity, you can create spawners which spawn very old (shortly before despawing) falling sand entities at very specific positions and timings.
These variables can be set with a programm called "McEdit" with the addition of "McEdit-Filters" mostly provided by the community.
The filters used to create the above shown animations are called "statueMaker" and "setSpawnerProperties" by Sethbling.
More information aswell as links to the programm and filters can be found in this video:

There will be a step by step tutorial very soon.

The problematics:
-It doesn't work for lan servers. (I didn't test it for actual servers yet.)
-The bug mentioned in the video at 10:28

INFO
Adrien Brightmoore (@abrighmoore) and Elf (@Texelelf) are working on an enhanced filter for McEdit which will make things incredibly easier. You can find the current build here.
