I have returned as of June 8, 2022 and I will address concerns... The reason entities won't spawn is because of the presence of the world border. It will be quite a while before the world border expands far enough to give enough room for enemies to spawn.

I will create a new version of this map for 1.19 with added difficulty and removal of any RNG in regards to the expansion of the world border. I will also have to go against my idea of keeping it entirely natural as progression will be difficult in such a restricted area.

I have tried to command prompt my way into a survival mode and have mob spawns + loot.
The mob spawn and loot commands register, but nothing seems to spawn. The survival game mode change does not register at all no matter how i do it. And this is one of the few commands I know I have done successfully on other maps so I don't see this as something I am doing wrong. Over all very confused as I am pretty new to coding in general so idk if the quirks of the map are user error or a coding issue on your end or a bit of both.
Either way, love the idea and ingenious use of the dispenser and red stone. Just not sure if my map is working properly. Would love to get hungry and have mobs spawn as to have that moment of tempting sheep/cows into the ring to kill them for their loot (if possible I understand if the barrier makes that impossible until there is enough space for them to spawn naturally within the zone).
No matter, looking forward to updates as I think this would be quite a fun idea. If there's anyway I can help. Just let me know!
EDIT/UPDATE: Still no mob spawning but I have found that if I command gamemode to creative then gamemode to survival it updates/accepts the command and I will get hungry. However, no work around with mob spawn as of yet. Also it seems like a mob/player outside of the zone can enter the zone during survival but will not be able to exit. So if we could get mob spawn working it would be quite challenging to have a creeper wander into your zone and not be able to knock them back out.
And yes, you're correct mobs aren't spawning due to the lack of space and the fact that mobs only spawn a certain distance away from the player. To add on top of that, the world border prevents mobs from spawning outside. Try making a dark room below and it might work.
Though when the world was first generated a few animals spawned in unless if they despawned for some reason...
As for hunger not depleting, I'm unsure as to why that's not happening for you...? Good to know that it started happening after switching gamemodes.
In addition, it isn't guaranteed that it will expand on the first day. The RNG is based off a stackable item and a non-stackable item.

I just checked and if I go above the build limit I don't see any commands , but if i go below I see the commands.
