This build is supposed to be a sort of national library. I don't know too much about architectural styles, but I tried to make this in the baroque style.
The first floor has the main foyer, a conference room at the back with a glass roof, access to the wings and stairs to the second floor. The second floor foyer has some seating, access to the second floors of the wings, and spiral staircases to the attic, which is where the director's office can be found.
The wings are mostly identical, and both feature book collections on their first floor with reference cards and reading tables, and large reading rooms on their second floor, each with an additional large book case and plenty of seats at the large u-shaped tables. The attic space above one of the wings is dedicated to archival collections, whereas the space above the other wing is for a book preservation room.
This build might also work well as a small palace.
