The Empire discovered the loch very early in its expansion and noted the extremely vivid blue of it's waters; influencing the naming of the loch. They also almost immediately discovered the healing properties the water contained as well. Many of the early Emperors drank the water to be healed; it should be noted that these very same emperors seemed to get markedly more aggressiveand paranoid after the fact. This is actually one of the major reasons the Empire grew so quickly in it's early years and why many of those early emperors were considered so great. One Emperor became so paranoid that people were stealing "his" water from the loch that he commissioned a fort to be built on the island inside the lock to stop anybody from taking it from him. This is when one of the first, and oldest, continually garrisoned forts in the entire empire was built.

Once the academic leadership discovered the connection between the aggressive paranoia and the water they began researching the it and urged its restriction and containment. These academics reasoned with many Emperors to not drink the water and, finally, after many generations of useOne Emperorsaw the light of reason. The fort's mission was then changed from protecting the loch from the common people to protecting the common people from the loch. Ever since the first Emperor that stopped the use of it's water the academic leadership has made it apriorityto let everybody know the dangers and general unknown about it. They use two main reasons, beside theaggressiveemperors everybody has learned of, to try and spread the word about it being dangerous. Firstly, is the fact that animals will not drink from this source of water; all would rather die of thirst than drink the water. Secondly they use the example of how the growth around the loch appears; trees are thick and abundant a few feet away from the lock but the trees along the shore line that do grow are dying and sickly looking.

However, even to this day, despite the warnings and restrictions in place, people all across the empire often try to obtain some of it's water for loved ones who may have fallen ill. Thankfully, many of these people actually get deceived by snake oil salesmen selling them their own town's plain water.

Additional Notes

I wanted to make this fort very simple and square as the lore for it places it very early in the history of the world. It would be one of the very first castles built and as such it wouldn't be too decorative or effective right away.

Resource pack is the Conquest pack.

I'm not sure what you mean when you say they aren't part of the texture pack. They would have to be otherwise they wouldn't show in the same manner. But yes, connected textures are on.
