Blue skull

hey, the ultratopia just got a structure/hologram like in the movie bladerunner (it's not animated of course but if you know how to make rotate 360° the skull with command block or other just tell me), the design is inspired by magnificent futuristic illustrations of Josan Gonzalez, a Spanish artist. it's a vanilla version, i will add some chisel and bits feature in the map of ultratopia
