Background of the TERA Program

The TERA (Terrigen Experimental Research - Augmentation) program is one of the oldest initiatives of the Denebolian SHIELD, dating back almost to the organization's founding. The program began after the discovery of a unique crystal capable of activating a specific genome in human DNA, granting individuals extraordinary powers. However, the early stages of this experimentation were highly dangerous, with a fatality rate of around 60%.

Over time, the procedures were perfected, drastically reducing the death rate to just 1%. As a result, many of the subjects who underwent these now-illegal augmentations became some of the most powerful assets within various Denebolian utilities and organizations. Until recently, all information about these augmented individuals was classified under a SHIELD information embargo.

To ensure safety and prevent misuse, the strongest subjects have been implanted with an augmentation amplifier, a "kill-switch" that can suppress their powers, allowing them to live as ordinary citizens.

Despite their potential as weapons of mass destruction, these individuals have the same freedoms as any other citizen. They are permitted to use their powers within reasonable limits, though all information about them in public society was heavily censored. Control protocols for these subjects are now overseen by the leadership of G.U.A.R.D. (Government Utility Authority, Reinforce Division) to prevent misuse by any civilian or non-civilian organization.
