This is my spin on the long-lost rapid fire dispensers via some research on the minecraft wiki and a little makeshift wiring and experimentation on my own (this circuit i accidentally made work).
I primarily used fire charges in my experimentation.
Total fire rate is the following multiplied by thirteen (dispensers)
Fire rate: 2.5 rounds/second (1 every .39 of a second)
One stack of 64: 25 seconds (timed it myself)
Therefore 9 stacks of 64: 225 seconds

How it mostly works
The circuit uses two redstone torches wired into each other so they would end up burning out. The repeaters on each of the circuits are used as diodes so i don't have a "collision" between the two torches at a cost of a slight delay. At its non-firing state, the lever is powering the right half of the circuit including the dispenser and the diode. both of the torches are in their off state. when the lever is switched off, the torches kick in toggling on and off rather fast powering the dispenser. It is self-sustaining because of somewhat of a buddy system where if one burns out, the other restarts it with its next cycle. I hope this clears it up somewhat because im figuring out the specifics as im typing this.
