Emerald City is a fictional city that sets somewhere between Richmond and Norfolk IRL. The goal of this map is to build out major roads in the southeastern portion of the state and eventually do the same with neighboring states. The roads in Emerald City are about 25% complete with most completion being highways. These are some of the junctions in the city.
