Its a superflat preset. When you're creating a new world, click on "More World Options" then "World Type" until it says "Superflat"

then i forget what i did. I know its some superflat preset that you can choose from. I think its tunneler's dream.  under "World Type: Superflat" click on "customize" then "presets" then "Tunneler's Dream" then "use preset". im pretty sure thats it :)
