I've made all the flags in the World (to date) in Minecraft using the latest addition to Snapshot 14w30a. The "Banner" item is used to make diffrent flags or just something!
This pack includes 197 country flags in Europe, Asia, Oceania, North and South America and Africa. 90 Partially Recognised and Specific Territory flags from all around the globe. And also England, Scotland and Wales! (in total: 311 Flags)
Notice that some flags are hard to make in Minecraft unless Microsoft releases more tools to make flags with.
And some of the flags has a little symbol of some sort, like China or Wales has, China has a symbol in the top left, but i had to make a corner pleace for it to look as good as possible
If you are gonna use the flags to CTF or soemthing else, make sure to tell me in the comment and give credit for the flags.
