It could be a number of reasons, usually when you paste redstone in you have to fix some of it. Check all the redstone, the torches in the middle too. If all that looks good, then it's most likely an issue with how many items are in the first/top hopper. You have to have a certain amount of "Filler" blocks in it and only one of the item you want the hopper to accept.
