This is a redstone airlock, designed to work underwater, as a way to go from water to air. It definitly works in 1.12.X but i haven't tested it in 1.13. You can alter the blocks in any way you want, as long as there doesn't come any water inside of the redstone.

I'd like it if you give some feedback on it in the comments, but this isn't needed.

it dosent even actually work like the schematic shows nothing

Sorry for the late reply, but I don’t know what you did wrong then. I suggest looking op a tutorial to see what you could have done wrong.
