Designed by the Brazilian architect Oscar Niemeyer in January 2007. The structure had to be oriented towards the North, more specifically towards the United States. Inside there would be a museum dedicated to Simón Bolívar. The project was not carried out despite the fact that it was announced and presented in several newspapers and media, both national and international, there was never the slightest indication that they really wanted to develop the work, starting because at no time was the place where it would be built defined.
