This is an Ocean-Scraper design I wanted to transfer into Minecraft. I drafted this up a while ago, modeled after 'hO2+ Scraper'.
I wanted to take a real structure, designed for Ocean 'off-grid' living. So far none are actually made. This design was placed on hold in 2008 when the world economy buckled. Enclosed is pics of the Ocean-Scraper and also the Concept art.
Lower levels are un-walled, no level is furnished as this is a structure for lease... (As if a contractor built it).
I am working on submarine docks and crescent shaped structures to flank this structure at the cardinals. Observation tunnels for sea Floor Exploration. And also a Texture Pack to make the colored wool 'change' to look like different wallpapers or 'drywall' finished. Also the most important part, is the Boyancy/Ballast region with will be mounted to the underside of the currently displayed Ocean-Scraper.

I used a combination of Structure builder MCEdit Minecraft, and Single Player Commands mod. edit in one, save and then edit in another. Repeat for every floor.
The World Save posted is not my own creation, and is WITHOUT the Ocean-Scraper.
spent approximately: 60-70hrs of build time... so far. the B%#^h is in the details.

Additional Notes
Technical build FYI: There is not a quick way to array down levels AND have them different sizes (next floor slightly smaller than the previous.) I had to draw the outline of every floor and mid floor (windows/doors/walls) by hand. If your view the shape from above, I was going for a 'Ying-Yang' look, mix of nature and Refinement. This structure is best appreciated in a world where water in the majority by 80% or more. Deep Oceans are needed to properly float the structure. I already tested one stick of TNT in one of the mid levels and in the center it removes all the stairs, on the end it destroys 2 to 3 levels of exterior glass and floor, the water rushes in in seconds. The titanic had a better chance.
