One Wide Tileable Hopper Timer

What it does?
I believe first thought of by Etho, but a hopper timer is an "precise" type timer where you put items in and the output will pulse after the items go through giving you more precise times, think of it like a sand timer where sand falls down then when all the sand is at the bottom its been a minute or a time like that, then you flip it around and it starts again.

Uses -
1. As a precise timer.
2. Put a whole bunch near each other for your reasons, example - a sort of wave like light trick.
3. Possibly Minecraft RAM. use your imagination.
