The lock feature on a repeater allows redstoners to use D Flip-Flops and other such gates. This is no bug. This is another valid feature of Redstone Engineering.

this is not a bug, it is a locking feature on repeaters that surprisingly almost nobody knows about

and it is that bedrock texture
