I made one long time ago, I'm not sure it's perfect but it will not let you buy something if you have no XP.

I didn't try it because I don't need XP shop currently, and when I will need I will use comparators.
I'm sure your design works except for the XP check, otherwise I don't think you would upload it.

Every command block has the specifier for level not just the original. So therefore no cheating no stealing and no reset needed.
