Have you tried redownloading it and re-installing it? I am having a hard time finding the issue on my end. If this does not fix the problem, try running the command /setblock 3 8 22 minecraft:redstone_block replace
If you are still having issues, please private message me some screenshots so I can get a better idea of where things seem to be going wrong.
