Hosted on a pre-paid VPS by Shockbyte, it's laggy and clearly shows that 0 effort was put into it.
The owner advertised it by sending random, unsolicited messages in Discord servers, and then told people to 'cry about it' when they told him to stop.
You could make a server identical to this one on your own machine in less than 10 minutes.
Don't bother joining it, as it will likely disappear after 2 weeks or less.
