Menma from the anime Anohana: The Flower We Saw That Day. 
This is one of my favorite anime characters, and one of my favorite animes, so I put a lot of effort into this one. ;w;

This is also my first real hue shift. It's only on the dress, and it's barely noticeable I guess but meh, I tried ;o
