Blaster isn’t just another example of a Program living a life of crime, he’s... different. When you mention the name “Blaster” to someone; some may recall the time he reduced an entire mall to rubble with his arm cannon, some may recall the time he got his hands on a crap load of C4 and blew up an entire dam, and some might even recall the time he tried to destroy the Left Tower of Exceedrius (tried. Thankfully he didn’t succeed.) The point? Blaster is a little more, violent, than the other program scum of Ethos.
