2nd idk what u use to make skins but usually theres an option to upload from photos or from files depending on if ur on computer or phone so u click that and put this skin into the editor
then u either make the rest of the skin there or if u have it made already copy and paste it onto the base
i hope this helps! if u need me to clear up anything just ask and i will try my very best !!
so ur on a phone right? there is an app called files that should already be downloaded if u go into that app u can find the skin file there and save it to ur photos
