Light Windsar- Cloud Stealer (For The Contest)

Meet Light Windsar; Cloud Stealer. Cloud Stealerss are hardcore criminals on the planet: Ressa and Light is no exception. He's a leader of a thieving group known as the Dusk Hunters, named so because of their chosen time. They dart through the clouds pulling the steam of the clouds around them and using it to power their flying gear. Clouds are used to power everything and Cloud Stealers are highly wanted. Light lost his eye in a fight with the police and only just got away by blasting them with his collected cloud.
