This prototype medic combat Armour was found by the Militia in the vault-tec facility in Washington. They immediately put it to use but since there was only one the Overseer had his second in command (Defiant) dawn this mysterious armor with this armor Defiant altered this armor to his liking. Defiant is now in charge of the Militia in the south.
