He was the last German emperor and King of Prussia from 15 June 1888 until his abdication on 9 November 1918. Despite strengthening the German Empire's position as a great power by building a powerful navy, his tactless public statements, and erratic foreign policy greatly antagonized the international community and are considered by many to be one of the underlying causes of World War I. When the German war effort collapsed after a series of crushing defeats on the Western Front in 1918, he was forced to abdicate, thereby marking the end of the German Empire and the House of Hohenzollern's 300-year reign in Prussia and 500-year reign in Brandenburg.

Also, a little thing about Wilhelm II is that his foreign policies are somewhat shrouded in debate and controversy. Many view him as an abrasive ruler who was ultimately antagonistic... and this was mainly backed by Wilhelm's attempt to strengthen his Navy. Now, on it's own it wouldn't sound so bad, and it isn't a bad idea as well. Germany was very prosperous at the time of the Empire, and Kaiser Wilhelm II wanted to essentially expand German influence economically. He stated to the Reichstag that in order for their nation to thrive, they'd have to expand new outlets for exports, and to build a strong merchant fleet (as one should).
The notion of the Kaiser expanding their Naval power in spite of Britain is false, and it's all just yet another case of the British Empire whinging every time another builds their own Navy that could potentially rival Britain in their eyes. If anything, the Kaiser would avoid all attempts at being antagonistic towards Britain. In Lamin's terms; he wasn't some schizophrenic conqueror, but a wishful thinker with a passive mindset.
