Majima from Lycoris Recoil
In Lycoris Recoil, girls called Lycoris work to preserve Japan's #1 spot in the world for being the safest country. Direct Attack is a secret organization that uses Lycoris to prevent crime from happening all over Japan. Majima is the main antagonist (told from the Lycoris side of the story), and his goal is to expose all of Japan to the lie that Direct Attack and possibly other secret organizations have told and maintained. The lie is that there is no crime in Japan, but in reality there are in fact many people who try to commit crimes. The general public probably isn't aware that criminals still do exist in Japan and have become ignorant as a result. (I got this from the explanation of the society that they live in from the first episode.) This obviously can turn into a major problem, because what if Direct Attack or other secret organizations like it aren't there to protect the general public anymore? If the police or MPD eventually dissolve because there's "no more crime," how will people be prepared to deal with crime when it hits them? (Police when Direct Attack is lacking and they actually have to do their job be like.) In the last episode, while he's 1v1ing her, Majima tells Chisato that he set off a time bomb, but the time bomb is actually just fireworks. Chisato almost dies because she is so desperate to both live and stop the timer. She sends Majima falling off the tower, but he lives and proceeds to blend in with society while still promoting crime. Takina saved Chisato while getting a friction burn on her shoulder in the process.
