You're not meant to make it flat. What you have done currently is put a sheet on the hat layer. What you need to do is put the cloack on the regular layer, but whenever it flares out, or has an opening, you can use the hat layer.

See, I wanted to do that, but the person who requested the skin wanted the cloak to be removable completely, and I suggested that type of skin, with the awesome flows, but they said they wanted to try what I have made now.
I'm planning on making a red riding hood skin soon, so I'm going to use the cool flare and flowy technique on that skin. I haven't completely mastered skinning or shading, and I'm still figuring out my own style...soo... all my skins have weird new shades... x.x

Red Riding Hood better have adorable kawaii eyes. I have no idea why people would prefer a removable claok. Many have tried to make it work, and all have failed.
