A newly did 3D layering with a bit of green blend into the cyan-blue/purple color
scheme to create a mossy appearance.
I prepared the base template a day ago,
And this turned out pretty well from my original concept.

I don't think so... But apparently nobody cares so I must be wrong and I could have failed an important information or something. Tell me so please.
Evidences :
In the normal rules, when you post a skin, simply changing the shading doesn't seem to be punished
"Steal / Modify / Plagiarize work by others. Only post content you personally created. If you are allowed to create derivative works*, and have received permission from the original creator(s), we ask that you credit sources and provide proof of this permission.
*Skins must not contain any work that isn't your own even if the original creators are credited, with the exception of the official Minecraft Steve and Alex skins"
And I don't think this could be considered in your case :
"Examples include multiple posts of the same content, single posts without substance."
Because it's not the same content.
BUT, in the rules of a contest it's different :
"Do not submit copies, or paint-overs, of skins found in any existing texture packs or mods, even if you are the original author."
So I guess that you should remove your skin, or like I said before, it's completely possible I failed an information that could allow you to post the same skin than a previous one for a contest simply changing the shading.
However, according to the rule you mentioned:

It is fairly clear that what is not allowed is to "submit copies, or paint-overs, of skins found in any existing texture packs or mods."
I do not think this skin is in any existing texture packs or mods, since I just created the template two days ago. So I think this skin should be fine to be remained according to the rules you stated.
Still, I appreciate your effort for making PMC a better community!
Also, It was not "simply changing the shading," because I did take my time thinking through the best alternative color palette and it was much work. Thank you for understanding this.
I simply wanted to share a cool skin with the community to either inspire others or learn from them. No bad intension.

But like you said yourself your new skin does NOT EXACTLY follow the structure of your other skin, so I wouldn't blame you in any way, because in my opinion the PMC rules lack a lot of nuance.
While it's not clear, I don't think your skin could be banned from the contest, So good luck with it and thanks for taking well my first comment.
